ABOUT HERII

HERI Institute: Institute for Health Education, Research, and Innovation is an independent, non-profit institution headquartered in Tirana, Albania, with an international presence in Zurich, Switzerland, in partnership with Mediscope AG.

Founded in 2026, HERI Institute advances healthcare through continuing professional education, applied research, digital health, artificial intelligence, innovation, and institutional development. It brings together academic, clinical, scientific, and technological expertise to support health professionals, universities, healthcare institutions, professional organizations, and public authorities.

Through its network and international partnerships, HERI Institute promotes knowledge exchange, professional excellence, technology transfer, and cross-border collaboration. Its mission is to connect education, research, innovation, and practice in order to strengthen health systems and contribute to more effective, evidence-based, and patient-centered healthcare in Albania, Europe, and beyond.

HERI Institute is governed by a clear three-tier structure that combines strategic oversight, executive management and independent expert advice. Its work is delivered through three departments, each responsible for one part of the Institute’s mission, and supported by an independent quality, ethics and compliance function that safeguards the integrity and independence of everything the Institute does.

GOVERNANCE & LEADERSHIP

Board of Administration

The Institute’s highest decision-making body. It sets strategic direction, approves major programmes, projects and the annual budget, oversees administration and financial management, and adopts the Institute’s internal rules. The Board comprises at least seven members and meets regularly throughout the year.

Executive Director

The Institute’s highest executive body, responsible for day-to-day leadership, the implementation of Board decisions, representation of the Institute before third parties and public authorities, and the development of new projects and initiatives.

Council of Experts

An advisory and strategic body that functions as a forum of expertise. It brings together recognised specialists from  health, science, education, technology, innovation, research, management and quality assurance, guiding the Institute’s policies, programmes and research.

Department of Education and Training

The Department of Education and Training leads the Institute’s continuing professional education for the health workforce. It designs, delivers and accredits CME/CPD programmes — courses, seminars, workshops and certified modules — aligned with recognised national and international standards. Working across competency-based, blended, distance and simulation-based methods, it curates expert faculty and shapes the learning experience on the HERI education platform, ensuring every activity is independent, evidence-based and focused on measurable professional outcomes.

Department of Research and Innovation

The Department of Research and Innovation advances the evidence and the technology behind better healthcare. It conducts studies, analyses, applied and clinical research and analytical reports, and develops and pilots digital health solutions — from knowledge and decision-support systems to responsible applications of artificial intelligence. Guided by rigorous ethical and methodological standards, it turns research into practical tools and innovation that improve the quality, safety and efficiency of health services.

Department of Services and Communication

The Department of Services and Communication connects the Institute to its partners and its public. It manages institutional advisory services, partnerships and networking with universities, professional bodies, public authorities and international organisations, and coordinates conferences, events and the Institute’s official communication channels. It also underpins day-to-day operations and the smooth running of the Institute’s platforms, so that HERI’s educational and scientific work reaches the people and institutions it is meant to serve.

Chairman of Administrative Board
Prof. Kita Sallabanda

Prof. Kita Sallabanda is an internationally recognized neurosurgeon and radiosurgery expert, with extensive clinical, academic, and leadership experience in stereotactic radiosurgery, neuro-oncology, and the advanced treatment of central nervous system disorders. He serves as Director of IRCA Radiosurgery in Madrid and is actively involved in medical education, research, and the development of innovative radiosurgical techniques. In addition to his clinical and scientific profile, Prof. Sallabanda has significant experience in higher education, academic governance, quality assurance, and institutional accreditation. His contribution as part of the Accreditation Board of ASCAL reflects his commitment to strengthening standards in higher education, promoting quality culture, and supporting the evaluation and development of academic institutions and study programs. Through his combined expertise in medicine, education, accreditation, and innovation, he brings valuable strategic guidance to initiatives focused on health education, research, and professional development.
